Between the White Tank and Belmont Mountains, Howard Hughes Communities is building what will become the largest master-planned community in the United States. This is the story of Teravalis, from vision to reality.
The Vision
Three Decades in the Making
The vision for this land has been in development for nearly 30 years. In 2021, Howard Hughes Communities purchased the 37,000-acre parcel for $600 million, marking their first Arizona project and their largest undertaking by size to date.
Drawing from the success of The Woodlands in Texas and Summerlin in Nevada, Howard Hughes brings a proven model of long-term stewardship. Unlike developers who build and leave, Howard Hughes remains involved for decades as the community manager, ensuring Teravalis grows as envisioned.
At buildout, Teravalis will encompass 100,000 homes, 300,000 residents, 55 million square feet of commercial development, and more than 7,000 acres of preserved natural open space. That is larger than The Villages in Florida and roughly equivalent to 43 Central Parks.
On November 14, 2025, Governor Katie Hobbs joined Buckeye Mayor Eric Orsborn, Howard Hughes CEO David O'Reilly, and community stakeholders to cut the ribbon on Floreo, the first village. Thousands attended Floreo Fest the next day to tour 20 model homes and celebrate the beginning of a new era for the West Valley.
