On a crisp November morning in 2025, the desert west of the White Tank Mountains looked different than it had for generations. A Celebration Years in the Making

The ceremonial ribbon cutting on November 14, 2025, brought together an impressive group of stakeholders. Arizona Governor Katie Hobbs spoke about the importance of building more homes while protecting water sustainability. Buckeye Mayor Eric Orsborn celebrated the partnership between the city and Howard Hughes. Howard Hughes CEO David O'Reilly and Arizona Region President Charley Freericks shared the developer's long-term commitment to the community.

Jerry Colangelo, the legendary sports executive who helped broker the $600 million land deal that made Teravalis possible, reminded the crowd why vision matters. "You dream big. You don't dream small," he said. "It was never a matter of if. It was only a matter of when."

Floreo Fest: The Public Grand Opening

The following day, thousands of visitors descended on Floreo for the public grand opening. Floreo Fest offered tours of 20 model homes from seven builders: Century Communities, Courtland Communities, DRB Homes, KB Home, Lennar, Meritage Homes, and Risewell Homes. Live music, local cuisine, and interactive sustainability exhibits filled the event spaces. Sports legends including Jerry Colangelo, Julius Erving, Mark Grace, Annie Drysdale, and Tom Chambers met with attendees.

For many visitors, it was their first chance to walk the streets of a community that will eventually house 300,000 people. The scale is difficult to comprehend. Floreo itself covers 3,000 acres, roughly 10 percent of the total Teravalis footprint, and will deliver more than 8,000 homes over the coming decade.

What Floreo Offers Today

Right now, buyers can choose from a diverse mix of single-family homes starting in the low $300,000s. Century Communities' Manzanita neighborhood offers five floor plans from 1,388 to 2,521 square feet. Lennar provides its signature Everything's Included program plus new Next Gen multigenerational suites. KB Home brings personalization and ENERGY STAR certification. Meritage Homes leads in sustainability. DRB Homes, Courtland Communities, and Risewell Homes round out the builder lineup with their own distinct styles and price points.

More than 70 quick move-in homes are available across the community, meaning buyers who need to move quickly can find options without waiting for construction.

Looking Ahead: Echo Community Center

While homes are selling now, the social heart of Floreo is still under construction. The Echo Community Center, a 22,000-square-foot facility on 22 acres, broke ground in September 2025 and is expected to open in early 2027. It will feature 17 pickleball courts, a resort-style pool, a fitness center, dog parks, event lawns, and rentable gathering spaces. The center has already achieved LEED Precertification, reflecting Howard Hughes' commitment to sustainable desert development.

Howard Hughes is also working to secure a multifamily developer for apartments within Floreo, develop a strategy to support the local school district in pursuing school bonds, and prepare for the second phase of lot sales to builders in late 2026.
